e College Employer Council (CEC, “Council”) is the bargaining agent for the 24 Ontario colleges in negotiating collective agreements with unionized staff. In addition, the Council provides a variety of services for the college system such as advice on human resource issues, collective agreement administration, benefits administration and research. Each college board determines the terms and conditions of employment for non-unionized staff. Council provides a template for theses terms and conditions, and provides to colleges annual compensation guidelines for non-union staff (administrative staff) for their consideration in developing their compensation policy.
A copy of Administrators’ Benefits booklet can be found on Council’s website. You can also access staffing statistics across the system and review bargaining updates for academic and support staff. Copies of collective agreements can also be located, linking from the home page.
OCASA works closely with Council in reviewing terms and conditions of employment, compensation guidelines and responding to emerging trends. OCASA also aligns advocacy efforts with the government where relevant. OCASA provides representation on the Insured Benefits Sub-Committee which makes recommendations about plan design, and monitors the financial health of the plan.
