Each year, the College Employer Council (Council) recommends compensation guidelines for administrative staff. OCASA made a submission this year requesting a minimum 1.5% grid adjustment (economic increase) in addition to other recommendations about compensation administration. Due to wage restraint legislation, increases are recommended for “non-executive” administrative functions only. Bill 8, Public Sector and MPP Accountability and Transparency Act, 2014, Schedule 1 Broader Public Sector Executive Compensation Act, 2014, which addresses the executive compensation framework, received Royal Assent December 2014. Council has developed such a framework for the college sector and is currently awaiting review by the ministry.
Once this framework is approved, wage restraint will no longer apply to Deans and other non-executive functions currently included in existing legislation.
